Mr. Cox explained briefly why it might not be possible for an Inter-

University Council delegation to visit Hong Kong at Christmas.

Mr. Paskin emphasised the point that it was impossible to get any

further with Hong Kong's application for C.D. and W. assistance from the

Central Education Fund until a delegation had visited Hong Kong.

Mr. Cox said that Friestley had recently withdrawn as one of the

'possibles' for the delegation, owing to the cut in University grants here

which made the continued presence in this country of Vice-Chancellors necessary.

Professor Easton was threatened with a duodenal ulcer. There was just a

team with

50-50 chance of getting a team with Mr. Adams during the Christmas holidays.

The Treasury attitude towards the utilisation of their £250,000 had rather

'upset the applecart' from the point of view of the Inter-University Council.

Mr. Sidebotham suggested that this was not a real difficulty, and that,

if the Treasury objected to their grant being used in a certain way, it ought

to be possible to do a switch to obviate this difficulty as between the

Treasury's £250,000 and Hong Kong's £250,000.

Mr. Faskin referred to his letter to Sir A. Grantham of the 27th -

September, in which he set out the position pretty fully.
